The creation of the Social Housing Finance Corporation (SHFC), authorized under E. O. 272 issued on Jan. 20, 2004, and subsequently made operational on Oct. 18, 2005, highlights the relentless efforts of the administration of Pres. Gloria Macapagal-Arroyo and of Vice Pres. Noli "Kabayan" de Castro in addressing the social housing concerns of the low-income earners from both the formal and informal settler family sectors.
Similar efforts undertaken by previous administrations yielded other pro-poor programs one of which was the Abot-Kaya Pabahay Fund (AKPF), under the Social Housing Support Fund of 1990, which was further amended by the Comprehensive and Integrated Shelter finance Act of 1994.
This also included the Community Mortgage Program (CMP), which was adopted under the Urban Development and Housing Act of 1992, as a component of the National Shelter Program. This assures the land tenure and housing security of the underprivileged and homeless Filipino citizens.
By serving as the organizational infrastructure dedicated and focused only on these social housing concerns can the SHFC provide the necessary policy directions and programs.
This is because SHFC was created primarily to be the lead agency to undertake social housing programs that will cater to the formal and informal settler family sectors in the low-income bracket. For this purpose, SHFC shall take charge of developing and administering social housing program schemes, particularly the CMP and the amortization support as well as the developmental finance component of AKPF.
Here lies the promise and potential of SHFC not only in mobilizing more resources and funds for social housing, but also in catalyzing the cooperation and participation of multi-sectoral stakeholders in meeting their shelter requirements.
Through this homepage, SHFC will reach out to all concerned stakeholders towards a deeper realization of its housing aspirations.
