Maaari nang makahinga ng maluwag at tuluyang makamit ang katiyakan ng kanilang paninirahan sa kani-kanilang mga tahanan ang mga benepisyaryo ng Community Mortgage Program (CMP) na hindi nakakabayad ng kanilang mga buwanang hulog. Ito ay matapos na mapagtibay ang mga alituntunin sa ilalim ng “CMP Implementing Rules” na isinagawa sa bisa ng Republic Act (RA) 9507 o ang “Socialized and Low-Cost Housing Loan Restructuring and Condonation Act of 2008.”
Bilang isa sa mga ahensya ng pamahalaan na naatasang magpatupad ng nasabing batas, malugod na inaanyayahan ng Social Housing Finance Corporation (SHFC), tagapagpatupad ng CMP, ang mga apektadong benepisyaryo nito na maghain ng aplikasyon upang matulungan silang makabayad ng kanilang mga pagkakautang sa abot-kayang paraan. “Bukas po ang programang ito sa sinumang benepisyaryo ng CMP na hindi nakapagbayad ng kanilang amortisasyon na katumbas ng tatlong (3) buwan hanggang Marso 16, 2009,” pahayag ni Atty. Fermin T. Arzaga, pangulo ng SHFC.
Sa ilalim ng programang ito, hindi na sisingilin ang lahat ng mga naipong multa at “sur-charges” na naging resulta ng hindi pagbabayad at ituturing namang “non-interest bearing principal” ang “accrued interest” na babayaran sa loob ng itinakdang panahon ng pagbabayad matapos maaprubahan ang aplikasyon sa “loan restructuring.”
Kaugnay nito, nauna nang nagpahayag ng kagalakan si Kgg. Noli de Castro, pangalawang pangulo ng Pilipinas at kasalukuyan ding tagapangulo ng Housing and Urban Development Coordinating Council. “Tunay na napapanahon ang pagpapatupad ng RA 9507 na sadyang isinagawa upang matulungan ang mga benepisyaryo ng mga ahensiya sa pabahay na nagkaroon ng problema sa kanilang paghuhulog at napipintong mailit ang mga bahay at lupa dahil sa kahirapan,” pahayag ni de Castro.

CMP DELINQUENT LOAN BORROWERS GET RELIEF

The Social Housing Finance Corporation (SHFC), the lead government agency mandated to undertake the social housing programs for formal and informal sectors in the low-income bracket, is now accepting applications for loan restructuring and condonation of penalties from delinquent loan borrowers who availed themselves of a housing loan under its Community Mortgage Program (CMP). Atty. Fermin T. Arzaga, SHFC president, made the announcement following the approval of CMP Implementing Rules (CIR) for Republic Act (RA) 9507 and its Implementing Rules and Regulations (IRR) (Socialized & Low-Cost Housing Loan Restructuring and Condonation Act of 2008). RA 9507, signed by President Gloria Macapagal Arroyo in October 2008, covers home borrowers of all government financial institutions and agencies involved in the National Shelter Program of the government.
As provided for under its implementing guidelines, the program is open to all CMP delinquent borrowers with accumulated arrearages equivalent to at least three (3) monthly amortizations as of March 16, 2009. The program shall be construed as separate and distinct from the existing condonation and loan restructuring programs being implemented by SHFC. Given this, delinquent CMP borrowers shall have the option to choose which condonation and loan restructuring program they may wish to avail of.
Earlier, Vice President Noli de Castro, concurrent chairman of the Housing and Urban Development Coordinating Council, lauded the timely enactment of RA 9507 which will surely benefit the low-income sector. “This program was created to help those borrowers who have fallen behind on their mortgage payments and are in danger of losing their homes because of financial difficulties,” de Castro said.

CMP REFORMS TOWARD FASTER HOMELOANS FOR URBAN POOR

The country’s homeless urban poor, consisting of those in the lowest thirty percent of the income population and previously without access to cheap credit for land and housing acquisition, may now expect a faster process in the availment of loans granted under the Social Housing Finance Corporation’s (SHFC) Community Mortgage Program (CMP).
The move to implement a streamlined CMP process was undertaken pursuant to the instruction of Vice President Noli de Castro, concurrent chairman of the Housing and Urban Development Coordinating Council, for SHFC to embark on a more effective, efficient and targeted implementation of the CMP. “We need to implement policy and operational reforms to make CMP an effective program that will target the intended beneficiary from the informal sector considering how limited funds are. The first step in this series of reforms is streamlining the process for loan availment,” de Castro said.
Atty. Fermin T. Arzaga, SHFC President, informed that the new scheme, which will hopefully shorten the loan application process from the typical 2 to 3 years to just 3 months, is SHFC’s response to the clamor about the seemingly slow process in CMP loan approval. Basic elements of the new scheme includes the need for SHFC to improve the quality of loan application by taking a more pro-active role in community organizing; simplification of the application process; and SHFC monitoring of program performance by taking active role beyond loan servicing monitoring.
As provided for under Republic Act 7279 (Urban Development and Housing Act of 1992), CMP shall assist legally-organized associations of underprivileged and homeless citizens so that they may purchase and own the lots they are presently occupying or the lot where they may choose to be relocated
