ATTY. ARNOLFO RICARDO B. CABLING President, Social Housing Finance Corporation
Cabling was born on April 3, 1967 in Davao City. He finished his Bachelor of Law at the Ateneo de Davao in 1985 and passed the Bar Examination in 1986. He has also completed his degree in AB-English Language (Linguistics) from the University of the Philippines, Diliman in 1989. He has earned units in Masters in Business Administration at the Philippine School of Business Administration in 2000.
As a practicing lawyer, Cabling served as Head of Prosecution and Enforcement of the Securities and Exchange Commission Region 11, Davao and has provided legal consultancy to several corporations in Davao City.
In 2004, Cabling responded to the call for public service when he was elected as City Councilor in Davao where he held several committee chairmanship posts particularly for the Committee on Environment and Natural Resources (until 2007), and the Committee on Housing, Rural & Urban Development (from 2007-2013). His last post prior to joining SHFC was Barangay Captain of Barangay Ilang, Bunawan District, Davao.
Some of his landmark legislations on housing include The Comprehensive Shelter Development & Services Ordinance or Shelter Code which rationalizes the socialized housing program for the urban poor, and The Comprehensive Land Use Plan of Davao City for Year 2013-2022. Cabling was also instrumental in initiating the strict compliance to the 20% balanced housing requirement which generated P65M for the Davao City Social Housing Trust Fund.
Aside from his housing measures, he also authored The Watershed Protection, Conservation and Management Ordinance or Watershed Code, which aims to protect watershed areas, conserve water resources, and maintain environmental balance. Cabling’s advocacy also extends to the welfare of the Indigenous Peoples (IP) which led him to craft Davao City Resolution No. 0507-05 Series of 2005, which affected passage of the National Commission on Indigenous Peoples (NCPI) En Banc Resolution No. 211, Series of 2008, giving Davao City separate ancestral domain for the Matigsalog-Manobo Tribe.
EDUARDO D. DEL ROSARIO Chairperson, Housing and Urban Development Coordinating Council
The Honorable EDUARDO D. DEL ROSARIO was appointed as Chairman of the Housing and Urban Development Coordinating Council (HUDCC) on July 12, 2017.
As HUDCC Chairman with the rank of Secretary, he also serves as the Chairman of the Boards of National Housing Authority (NHA), Social Housing Finance Corporation (SHFC) Housing and Land Use Regulatory Board (HLURB), Home Development Mutual Fund (HDMF/pag-IBIG), National Home Mortgage Finance Corporation (NHMFC) and as Vice Chairman of the Home Guaranty Corporation (HGC).
Prior to this post, he was Undersecretary for Civil, Veterans and Retiree Affairs. His appointment as Undersecretary of the Department of National Defense was signed by the President of the Philippines on June 30, 2016.
From February 01, 2013 to May 12, 2014, Secretary del Rosario was the Administrator of the Office of Civil Defense (OCD) and concurrent Executive Director of the National Disaster Risk Reduction and Management Council (NDRRMC).
During his stint at OCD, he initiated numerous reforms to ensure that OCD can perform its mandate, such as: reorganizing the structure and manning of OCD; rationalizing the utilization of funds down to OCD Regional Centers; transparent procurement to safeguard the use of government funds; and sustained networking and capacity building to upgrade disaster management at all levels.
